But that is only one version of the story.
People also form their understanding through what they experience: how leadership behaves, how employees communicate, how communities are treated, the spaces people enter, and the decisions an institution makes when no one is watching.
When the story being told and the experience being lived no longer match, trust begins to erode.
The framework helps institutions examine the distance between perception and lived experience so they can identify where greater alignment is needed.
The goal is not to manufacture a better narrative. It is to make sure the narrative is true.
